EU Directive 2000/55/EC sets out detailed mandatory energy efficiency performance requirements for new fluorescent lighting ballasts. Their aim is to remove the least efficient ballasts from the market and thereby to contribute to climate change policy targets by reducing emissions from electricity generation.

The removal of inefficient ballasts is being achieved through the introduction of energy efficiency minimum performance standards in two stages, the first was by 21 May 2002 and the second will be by 21 November 2005.
